Curlew, Sutherland, Then Palm Harbor
This stretch of Pinellas County coastline went by Curlew when settlers first arrived in the 1860s, then Sutherland once a development company platted it in 1888. It became Palm Harbor in 1925 — and it’s one of the only places in Florida with genuine hills. It’s also never incorporated as a city. Instead, residents taxed themselves: the Palm Harbor Library opened in 1978 after a local teacher noticed kids had nowhere nearby to borrow books, started with a $400 donation from the Civic Club, and ran for years out of a donated house on volunteer hours alone. The same do-it-ourselves instinct built the parks system and the fire district that still run the town today.
